Overview

Azure Cobalt 200 is Microsoft's second-generation custom Arm server processor and the most advanced compute silicon in Azure. It is built on Arm's Neoverse CSS V3 platform and fabricated on TSMC's 3 nm process, with two chiplets of 66 Neoverse V3 cores each — 132 active cores per SoC — linked by a custom high-bandwidth interconnect.

The headline architectural feature is genuine per-core Dynamic Voltage and Frequency Scaling. Every one of the 132 cores can run at a different performance level, which lets Azure match power draw to the actual shape of a workload instead of running a whole socket at a compromise frequency. Microsoft quotes up to 50% better performance than Cobalt 100 along with integration into its latest security, networking and storage silicon.

Security is handled in the memory controller itself: always-on encryption built on Arm's Confidential Compute Architecture, hardware-based VM isolation for confidential compute, and a custom cryptography accelerator that adds security without a meaningful throughput penalty. Cobalt 200 cores with 3 MB of L2 each and 192 MB of shared L3 are sized for data-heavy cloud-native services and the control-plane work behind large-scale AI deployments.
